I used 2 layers of gorilla tape narrow and wide and on top duct tape. i am setting up tubeless tire. And i put my tire on. A loose valve does not just leak out of the valve stem, it lets air into the whole rim. a little washing up liquid mixed with water squirted on the spokes will confirm if the spokes are leaking air. try tightening the valve stem more. Big bubbles will show up! Is this the sign of a faulty tape job, or bad valve. i did the soapy water test and found that air seems to be leaking from the spoke holes.
